Here's another one that I think belongs on this list:

NYC spent 6+ years and $13 million trying to reopen the Wollman skating rink in Central Park. In 1986, Trump negotiated a deal with the city for 2½ million, promising completion in 6 months, by Dec 15, in time to salvage most of the winter season. He and his team opened the rink 2 months ahead of schedule, and ¾ million under budget.
