I don't think you should call "low" a voting participation of about 50% - even on thorny issues as the length of cattle horns.

I don't think you should call "low" a voting participation of about 50% - even on thorny issues as the length of cattle horns.
It's definitely lower than e.g. Germany, where participation is more than 70%.
