Both Wi-Fi and Bluetooth are usually turned off by default when you turn on airplane mode, but you can turn on both without turning off airplane mode, at least in my experience.

I had the apple pencil connected which may affect that decision.
It does, if you have Bluetooth accessories connected then airplane mode won’t disconnect then, like an Apple Watch or AirPods or a pencil for the iPad
