I will also point out that it is possible to do dithering using GIMP (https://docs.gimp.org/en/gimp-image-convert-indexed.html). Alternatively, use ImageMagick if that is more your speed (https://legacy.imagemagick.org/Usage/quantize/#ordered-dithe...)
