So, the gist of this article is "oh look, machine learning can be used to build super-weapons!". Of course it can, and we have no shortage of (other) tech to make our life miserable. And of course the problem is not the tech itself but the people and their institutions. That paper from Urbina et. al. is at best academic click-bait. They are optimizing for publishing something and get cited, not for social good. They should stop.
