What's the problem? Moderation means people are forcibly made to leave, but just as often they'll leave voluntarily. And lack of moderation will also cause people to leave. You'll never be able to moderate in a way that doesn't cause people to be angry and leave. If you try, you'll cause other people to be angry (or annoyed by spam, etc.) and leave. Users leaving isn't a failure.
