Examination of the SURE exclusive licence suggests that, if an offence is committed by somebody using Starlink, it is Starlink that commits it (by providing the service), not the consumer who receives it, but this has not been tested. It is also possible that the Government of St Helena, to protect its investment in Maestro, might outright ban the use of Starlink systems, though exactly how this might be enforced is not clear. At the time of writing it is believed that some individuals and businesses are already successfully using StarLink on St Helena{18}.

It's illegal to use the only alternative, so they can charge whatever they want.
