The paper appears to be missing both a thesis statement and a conclusion. It makes no claims, offers no insight, develops no theory.

You know that peer reviewed papers don't need either right?
That's what Survey papers are for, and we are lucky to have them.

No it doesn't contradict what you explicitly said. It is intended to contradict whatever motivation you had to post a comment that wasn't actually productive. Data is valuable without needing attached argument.
