It's important to mention that when you install the Google+ app one of the configuration steps asks if you want to auto-upload your photos. You have three options: "Upload over wifi only", "Upload over wifi and mobile", and "Don't automatically upload". I believe the default is wifi-only.

You can turn it off later in the settings quite easily.
