in this example. SSE and staff is a huge leap. In my org's ladder staff and senior are non intersecting circles. So its all or nothing leap. There is no way to keep improving yourself and adding new dimensions if you don't think you can make that huge leap.

Not everyone is cutout for staff but everyone is capable of making improvements beyond senior. But job titles explicitly discourage that by tying pay to job titles.
