It seems like that could be an option like:

Hard limit: [$1000]/mth or [$500]/24hr period

Notify me if traffic exceeds thresholds: [$800+]/mth or [$400]/24 hr period

Notify me if the traffic forecast for the month looks like it will exceed my hard limit before the end of the month.
