I'm curious how that would play out. Speeding is a risk, doing it in a school zone when classes are getting out is a bigger risk, but driving at 3AM is also a big risk.

Driving while tired is a risk, but that's not the same thing.
From the insurance company's point of view it's all just risk. Driving at 3AM isn't just about driving tired, it's about drunk drivers sharing the road. The risk is substantial.
