Strange government intelligence entities would need to use third party data brokers.

One would assume they have a aggregation of all cell phone location data historically with countries with intelligence agreements.

I think it is quite a big deal that they did not have data on a single phone number that ventured into the European Union.

I tend to be quite critical of our GDPR, but in this particular case, for this particular commercially available dataset, it has apparently led to some degree of protection.
