This makes sense when laid out like this. The reason I’m doubting it is that I live in a country (Germany) where theoretically everyone could get housing assistance at step 1. And there’s still homeless people here. So I don’t think eliminating the housing problem from this pipeline would suddenly lead to no more homeless people.
