I am not a fan of sex based discrimination either, but given these very clear assessments from the National Archivist, what is the point of Biden's statement? To me it feels irresponsible, since it can sow distrust in institutions and chaos that is unproductive, when different people/groups argue over something as fundamental as what is in the constitution. Is it possible this is an inadvertent gaffe, rather than something intentional?

He is still bitter about getting pushed out of the presidential race and that is a good way to stick it up one more time to the Dems, since now they are forced to die on a indefensible hill.
If you view everything Biden did since july as adversarial to his party with plausible deniability - it makes things easier to understand. His immediate endorsement of Harris, the half assed support he gave her, the fact that he donated is campaign personnel to her
