I don't think that's broadly true. The unfortunate truth about our profession is that there is no floor to how bad code can be while yet generating billions of dollars.

If it's making billions of dollars, somebody somewhere is getting a lot of what they want out of it. But it's possible that those people are actually the purchasing managers or advertisers rather than the users of the software. "Customers" probably would've been the more correct term. Or sometimes "shareholders".
