It already has moderators. But they'd need to know the details about the 17 types of illegal harm too. And someone would have to submit a yearly risk assessment and contact information to the regulator. And there's a children's access assessment. And there'd need to be a complaints procedure. Oh and a children's risk assessment. Plus whatever else is contained within the hundreds or thousands of pages of guidance.
