I've seen a double minor for roughing when both players involved get the roughing minor but one player gets the double for instigating
First instigator penalty in a game is 2 minutes for instigating, 5 for fighting, and a 10 minute misconduct. So 17 minutes.
Second one in a game is a game misconduct.
