I cannot confirm that.
Reducing transparency, the entire background gets greyed and the background/ look is much more akin to iOS 18.

Reducing transparency, the entire background gets greyed and the background/ look is much more akin to iOS 18.
Except in Safari, you can still see the text on the page behind the URL bar as you scroll.
