They are hard to switch. You need to lift them to switch.
The pilot is toggling the switch on.
Toggling it off presumably requires more power and is multiple actions.
You move those switches down apparently. I don't think so.
Up/Forward ==> Run ==> Fuel supply is on
Down/Backwards ==> Cutoff ==> Fuel supply is off
