This is also only true (maybe) of the officer class of manager. The NCO class (tech leads??) certainly do the work on the ground with their staff.
Tech leads aren't managers.
In my view managers are people that do managing, not people that are ordained with certain titles. Managing encompasses a variety of formal and informal tasks involving guiding other people. So tech leads can most definitely be managers. Pretty obvious there’s not one definition fits all here across all organizations.
Tell that to every startup out there
