The NIH did the opposite of what you’re asking for by using their funding to do coronavirus gain of function research in Wuhan Institute of Virology, so it’s possible.

How is that the opposite? It is exactly the same. A govt funding research in another country.
there are not any real rules, certain indivuals in academia in certain institutions have what amounts to feudal fiefdoms, and most certainly do.whatever they want with there funding, with few or no questions asked, as it is simply a question of liability shedding by exporting all the ethics and saftey concerns....., and getting useable data back though the serindipitous discovery as outlined in the article liked at the top, is just the kind of thing that can be published and trotted out as a feel good example of just how great science is
