Yes and quite possibly alot of this was due to US pressure. The EU has been quite happy to freeload till very recently. It's possible that Russia would not have invaded Ukraine at all if the EU hadnt been so weak militarily and so stupidly vulnerable by being dependent on Russia for energy.
