I draw the line at if you write code, you're not just a 'packaging' company you're another software company.
Might not be the 'purest' of code, but that's really just vanity to speak like that (as is referring to them as a 'packaging' company).
I highly doubt assembly engineers think of web developers as just 'packaging' their OS calls.
