exactly, how do you fight if everyone except you know everything about even your citizen e.g. tiktok, and you know nothing ?

I'm not advocating, I'm just asking a question. what is a tactic if we are really on a brink of a world war? It's subject of debate, but what if the goverment truly believe this way?
