That’s not opt out. Opt out is the ability to say no. If you’re not allowed to say no there’s no consent and you’re being forced.

If you opt out and then never turn it back on, you have opted out.
Because Microsoft is known to respect user settings between (forced) Windows Updates and not turn stuff back on...
