They're at the center of the hourglass that exists between external (board members, shareholders, customers, partners) and internal (employees) interests.
Also, the people in charge of CEOs (the board) are generally CEOs themselves. It's a good old boys' club where they all make sure to take care of each other.
Interesting visualization, never thought of it that way.
