seems like this was a decision between two technical solutions, not a people problem. one solution had a kind of perverse incentive

even without perverse incentive, it seems to be human nature that work expands to fill available time (this is another kind of perverse incentive)

maybe best to frame problems of human nature as technical problems. ex, the preferred path should be the easiest path

sadly, people do not behave like the utopian ideal
