Given that it was used as justification for regime change ("Venezuela is sending fentanyl and killing Americans!!") then I'd say the pleading should be special.

We were talking about the strikes on the drug boats. Those are just being justified in terms of them being drug boats. Those are limited stakes.
If you want to expand the point to include Maduro’s regime more generally, there’s a lot of evidence of what he’s done.
