You can't regulate your way to a better Google. If the corporation's sole purpose is to slowly suck you dry, adding terms about the size of the straw is irrelevant. Android was created to control you and make money off you for Google. As long as it exists, they'll continue to find ways to do so, because it's the whole business model.
