I guess in the same sense that the U.S. considers they have jurisdiction globally. Not de jure, but a de facto reality.

Yes. mind you this is just about the Swedish bookseller who was abducted from Thailand in 2018. There is not much defense for China here, even a what aboutism the USA doesn’t do much.
