I am John Smith, I give out my non-ZK age tokens, I get arrested because 200 people logged in as me today
So someone is collating John Smith's (and everyone else's) interactions centrally? Who? Where? What information identifies misuse?
What are the ingredients you assume exist, for your arrest scenario to be a credible concern. And if we are talking about age verification, what laws and punishments can you point to?
Sites can police who they willingly serve without surveilling identities. But policing people from sharing their age-verifying credentials would require major surveillance escalation.
