We do need a decentralized scalable permissionless platform for speech. For it to remain sustainable, there should be a slight cost in Monero to making each post on it, preloadable in batches.

It is not censorship resistant without using the domains of some foreign nations.
It's actually very censorship resistant. You may need to think outside the HTTP/browser box. If you can get a single uncensored physical link you can use it to route traffic. You can also encapsulate traffic in protocols that bypass the censor or protocols the censor doesn't understand yet. And you don't have to pass traffic through a cloud server farm if you use IPv6.
