It's actually very censorship resistant. You may need to think outside the HTTP/browser box. If you can get a single uncensored physical link you can use it to route traffic. You can also encapsulate traffic in protocols that bypass the censor or protocols the censor doesn't understand yet. And you don't have to pass traffic through a cloud server farm if you use IPv6.
