George W Bush tried that.
You can’t export democracy and economic prosperity at gunpoint. States must choose to embrace all those things you are talking about.

You can’t export democracy and economic prosperity at gunpoint. States must choose to embrace all those things you are talking about.
Change is painful and slow, that does not mean we should give up on change.
You can’t just change other people who are not yet ready or willing to change.
