I sort of got the impression it was because of that back when it happened. But when I say it out loud everyone protested reddit because the moderators didn't have what they needed to ban people unfairly and clamp down on free speech it just sounded a little weird.

I remember suggesting such a tool, long ago, when you could still talk to the admins on IRC. Would've been in 2008. I suggested that it would be possible to either ban or have votes ignored (by a moderator) of those people who were voting wrong. Hear me out... if the subreddit was r/tomcruiseisawesome, and there is a person (or many) constantly downvoting Tom Cruise submissions (or upvoting Tom "Cruise sucks!" submissions), then they're just in the wrong place and causing trouble. They retorted that the moderators shouldn't be allowed to see who votes on what, but when I pointed out that you wouldn't have to let the mods know who voted what, just give them the tool that says "banhammer everyone who downvoted/upvoted at least 3 of these" they shut up and stopped talking.

So, they've wanted it to be this way for a very long time.
