Russians fire at everything in Ukraine, military and civilian. They'd obviously fire on those factories except they can't find them.
Who cares what the justifications Ukraine uses, they are fighting for their existence against Russian invaders and are not openly targeting civilians.

Ukraine has been pretty openly targeting civilians since 2014 and didn't stop in 2022. It's just (very reasonably) judged differently when one country commits war crimes while aggressively attacking another and when a country crosses that line while defending themselves against a much larger foe.
