LibrePCB from Aisler seems to be most like jlcpcb.
You do pay a lot more though due to industrial regulations. Only lead free solder is allowed in the EU, and chemical regulations and waste disposal laws will drive up the price a lot compared to similar services in China and the USA.
I've used https://aisler.net/en (based in Aachen) plenty of times. I like their quality and I was able to pull off some stupidly toleranced layouts. (This is as a hobbyist building some one-off circuit boards). I haven't used their assembly service.

I've only found B2B oriented companies in the EU.

FYI: Aisler is the PCB manufacturer and assembler (based in Aachen iirc). LibrePCB is CAD software.
China mostly produces ROHS compliant PCBA anyways. This is a non-issue
