The other examples on the second wikipedia link were literally non-US citizen journalists who later sued the US in a US federal court he brought where he showed up and wasn't arrested because he didn't do anything wrong.

Why are you citing these as cases of terrorism and murder when the American citizen wasn't the target? Collateral damage happens in missile strikes.
Are American citizens always innocent? From what I have seen many Americans are guilty of a lot of bad stuff.
