That already exists, it's called a city. But cities are inevitably dirty, noisy and dangerous because they concentrate people by design, and many people, especially families, don't want to live in one.
Public transit has the same problems. Put many people in a small space and again you get something awful.
They’re not noisy because there’s a lot of people, they’re noisy because there’s a lot of cars.
Some people are noisy on public transit, and if they aren't policed to not do this (i.e. threatened with violence by armed agents of the state and/or physically removed from the transit), then they make public transit noisy.
The amount of cars that are noisey is 100%. The amount of people that are noisey on public transit is way less than 100%. (Source: someone who has commuted to school/work over the last several decades via car, motorcycle, bicycle, transit, and walking.)
