Depends what you mean by "used to". The 17th century or before? Sure.

However, I would argue that in the US, we "used to" have far better separation prior to the 1970s, and even better than that before the 1930s. It has significantly deteriorated over the past 100 years, and the deterioration has continuously accelerated during my lifetime.
