False. I recently saw a bike frame tied to a railing and there were not even wheels left. If it was not tied there would be no bike

They will even steal a helmet off a parked bike and that's way cheaper. Just look how many helmets are left on bikes in different parts of different towns (because there is literally no advantage to take your helmet anywhere other than for theft protection)
