"People with a criminal record" sort of implies that they were criminals before the whole Flock thing and are angry at Flock because they are criminals.

Regardless, I'm not sure where you're going with this. The Tiktokers actually going out and cutting down cameras are probably 0.01% of the "vaguely mad at Flock/ALPR" group.
