I think they meant that by making an element brighter than the rest you basically change the contrast and the rest will feel dimmer

On mac the OS remaps the brightness range when HDR content appears. The rest of the content literally and materially dims.
Lol, so one HDR element on a website changes the entire desktop environment to be dimmer? :P Fun implementation.
