Enforcing culture is not something I believe is possible. Nobody is going to listen to the C suite suit over their own experience with their colleagues. People just end up saying the right buzzwords to appear that the culture has been adopted, but it will be mostly met with malicious compliance. If the culture is driven by incentives and rewards for behaviour,then that's a whole different ball game.
