It's (mostly?) compute shortages. Right now it seems there is an issue in the SpaceX datacentres, so they will have less compute than normal.

Why would an issue in the SpaceX data centers impact Claude / Anthropic? Work shifting over from Grok->Claude?
AFAIK Anthropic uses their datacenters
