Because our civilization relies on governance and corrupt and degraded government can fail and collapse countries and even civilizations, leading to immeasurable levels of harm to all of humanity.
It is a form of mass scale murder once you add up all the collective harm.
But is that the only way to produce harm of that scale?
No, but the majority of people would be fine with killing other types of mass murderers.
Oh, yeah, I was mostly curious why GP said this was the only allowable use of capital punishment.
