I'm not sure whether to interpret this as a statement about what we currently over/under-estimate, or as command that we should try what feels like over/under-estimation in order to counter our own biases.

No, it was really helpful advice I read somewhere. That when explaining something, always overestimate someones understanding, and underestimate their vocabulary.
Edit: apparently it's a vsauce thing. I do think it's right, it helped me a lot in life.
