The way I got my current job is that the company I applied for rejected my application and then hired a recruiter who brought me in with the same application.
The company essentially handed the recruiter $10k because they were too bad at reviewing their own applications.

In this case the company hired the recruiter because "they couldn't find any candidates".
Hiring your own recruiter can be kind of a scam - if you do it on your side they'll want ~10% of your first year's salary. But if you're interested in such a thing, all you have to do is so much as wag a finger on LinkedIn and they'll come swarming.
