Any argument that environmentalists run amok is the sole cause of nuclear's failure to launch has to address the fact that these two places, where environmentalists are a lot more likely to get a club to the head than a say at the table, are largely not expanding their nuclear power that much versus, say, solar in China.
The power trading market in the US and the markets in Russia and particularly China are not the same, at all.They are rife with tarrif pricing, state-set prices, and state-owned players. The whole idea of profit is only tangentially applicable.
In any case, your premise doesn't hold. China is hugely invested in nuke and continues to build as fast as they can. Theyve got 58 reactors operating (about 56 GW) and 33 more (over 35 GW) under construction. Theyve consistently been approving at least 10 new units a year. It's literally in the current 5 year plan.
